Ukraine underestimates the significance of its policy toward Moldova. The postSoviet diplomacy of Ukraine has been affected by the same stereotypes of its past. Diplomats of the Soviet school, by force of inertia, consider relations with the United States, China, the European Union and Russia as the most important area of their activities. In the yearbook External policy of Ukraine: Strategic estimates, forecasts and priorities there is not a single mention of Ukraine's relations with Moldova.1 At the same time, it is impossible to overestimate the significance of Moldova for Ukraine, as it is a natural ally in preventing latent Romanian threats to Ukraine's territorial integrity. The article considers promising opportunities and necessary prerequisites needed to form a favourable political context in the sphere of Transdniestrian settlement.

The author concludes that along with the political, socio-economic, legal and cultural components of this process, the foreign policy factor is fundamental to overcoming the negative consequences of the problem. Its multidirectional vectors have often led to stagnation and, in some cases, indirectly facilitated the formation of regressive tendencies in the dialogue between Chisinau and Tiraspol.

The economic integration of Moldova-Transdniestria would be an incomplete and insufficient way out of the current situation in the region. The economic idea of the region's revival is transborder by its nature and complementary to the idea of national revival. The achievement of competitiveness for Moldova-Transdniestria and the Ukrainian South depends on the creation of a common economic macro-region.

PROFILE

The ‘Renewal' of Transnistria

VLADIMIR KOROBOV and GEORGII BYANOV

Transnistria (the ‘Dnestr Moldovan Republic' or PMR) and everything that takes place there is of great importance to Russia, Ukraine and the Commonwealth of Independent States in general, and much exceeds the territorial, demographic and economic potential of the region itself. Transnistria is in effect an indicator of whether the collapse of the USSR has already ended, or whether a geopolitical repartition of its former territory is still possible. How soon will such a new partition of the world order and the map of Europe begin? Is Russia capable of an independent foreign policy, notwithstanding the countries that ‘won' the Cold War? And are Ukraine's claims to regional leadership well founded? It is unlikely that the people of Transnistria feel any better in the light of their historical role, but they cannot escape it.
